shouldnt a good coach be able to improve the skills of all their players?

Sure and a good teacher should be able to improve the grades of all of their students too. Yet some still fail. I wonder why?

The current rule is that a head coach for Football, Boy's Basketball, and Girl's Basketball must be a teaching certified faculty member. Not exactly a teacher, but certified and a full-time employee in some capacity at the school. All other sports can have CECP non-faculty as head coaches.
