Looks to me as if the deal is all but done. No way does he make a statement like that without being sure he will not eat his words.

the deal is done, its been done since vitt started saying he was very confident drew would be in training camp. not exactly sure what it is but there is a reason they are dragging this out. If i had to guess its something to do with the bounty and the suspensions.

my guess is either it has something to do with drew being able to talk to payton because he isnt under contract or they would rather the media talk about bree's contract and not the bounty

It's called July 16th...that's the deadline of the contract talks. After July 16th they cannot discuss a long term deal and he can only play under the franchise tender. The deal will be done around then. There is no incentive to have a deal done before as neither side has any motivation to get a deal done before hand.

Just because Drew hasn't signed a contract, he is still part of the team. The terms of Sean Payton's suspension is he is not allowed to speak with anyone within the Saints organization or the NFL, Drew Brees is very much included in both of those groups.

I don't understand how this rumor about Drew being able to talk to Sean is somehow allowed, because Drew isn't under contract. It's just silly. I think the real explanation is probably a little more obvious than some want to believe.
